Josh Phelps is the Chief Operating Officer at AIM Services, Inc., based in Saratoga Springs, New York, where he partners closely with the Chief Executive Officer to shape the organization’s strategic direction and oversee day-to-day operations. With more than 17 years of experience in the field of Intellectual and Developmental Disabilities (I/DD), Josh is a dynamic leader known for driving innovation, advancing person-centered practices, and fostering meaningful systems change within AIM and across the broader service landscape. Josh began his career at AIM in June 2009 as a Direct Support Professional, bringing a strong, person-first perspective to his leadership. Over the years, he has held numerous roles, including Residential Manager, Director of Staff Development, Director of Residential Services, and Director of Administration. Director. This breadth of experience has given him a deep and comprehensive understanding of service delivery, organizational development, and the evolving needs of people with I/DD.
Throughout his career, Josh has led and contributed to a wide range of impactful initiatives, including developing independent housing, enhancing service delivery models, supporting students transitioning from residential schools into community-based services, expanding Self-Direction options, and strengthening organizational quality, compliance, and strategic planning efforts.
