Courtney E. Burke is a Senior Managing Director at SPG/Ankura. When Ankura acquired Sachs Policy Group (SPG) in March of 2025, she was serving as a Principal. Her 30 years of experience in healthcare and disability issues include leadership roles as the Chief Operating and Innovation Officer at the Healthcare Association of New York State, Senior Vice President and Chief Strategy Officer for Albany Med Heath System, New York State’s Deputy Secretary for Health and Commissioner of the Office for People with Developmental Disabilities, and Director of the Rockefeller Institute of Government’s Health Policy Research Center. These roles have given her skills in leadership, management, policy analysis, strategic planning, and operations.
